Human Resource Director

Position Summary: Responsible for aligning business objectives with employees and serving as a consultant to management on human resource related issues.  Acts as an employee champion and change agent while promoting organizational culture through partnerships that deliver value added service to management and employees. Ensures compliance with all Bethany policies, state and federal employment laws and regulations by acting as HR policy analyst. As an HR generalist, responsible for compensation & benefits, talent management, training & development, compliance, employee engagement and employee relations.

Essential Duties:

  • Human Resource Policy Analysis

  • Lead the process for defining and implementing human resource strategies and programs utilizing employee input from sources such as focus groups, surveys and other employee feedback.  Translate the strategic and business plans into HR strategies and operational plans.

  • Ensure HR policies and practices are consistent with, and support Bethany’s mission and vision.

  • Prepare and maintain human resources handbook.

  • Develop, recommend and implement human resources policies and procedures.

  • Provide guidance to management and staff on policy-related queries.

  • Conduct regular audits of HR practices and procedures.

 

Compensation & Benefits

  • Serve as back up to the administrative assistant completing payroll in their absence including adding new hires to payroll, adding and deleting deductions, processing garnishments and completing bi-weekly payroll.

  • Administer Bethany’s compensation strategy including salary surveys/analysis and recommendation of starting wages and workforce wage increases.

  • Administer Bethany’s benefit programs in compliance with company policies and applicable laws, maintaining enrollment records as appropriate. Serve as point of contact for benefit providers and negotiator of benefit coverage and premium costs. Receive and process benefit updates and information. Ensure all COBRA benefits are administered in compliance with Bethany policy and federal/state regulations.
     

Talent Management

  • Manage the recruitment and selection process including onboarding by designing and executing recruitment and recognition strategies. Develop and maintain an annual recruitment plan.

  • Partner with leadership to identify talent gaps and develop framework to address.

  • Oversee and manage the performance appraisal process to drive high performance.

  • Drive performance management partnership throughout the organization with expected outcome of positive impact on talent management including recruitment, reduced turnover and higher employee satisfaction.

  • Assist department leaders with analyzing performance issues and determining what corrective action is necessary.  Assure performance issues are handled legally and with respect.

 

Training & Development

  • Assess training needs and assist in establishing learning design strategies and standards that ensure quality, consistency and efficiency.

  • Facilitate leadership development training and conduct as expertise allows.

  • Identify a talent pipeline for key positions within Bethany by assisting employees with their career path and assisting them in preparing to fill the key positions.

 

Employee Engagement/Relations

  • Work closely with management and employees to improve work relationships, build morale, and increase productivity and employee retention.

  • Manage and resolve complex employee relations issues.  Conduct effective, thorough and objective investigations, consulting with legal counsel as appropriate.

  • Utilize conflict resolution skills to mediate disagreements and improve employee engagement.
     

Compliance

  • Ensure legal compliance by monitoring and implementing applicable human resource related federal and state requirements, conducting investigations, maintaining records, and representing the facility at legal proceedings.

  • Maintain confidentiality of all pertinent employee information in compliance with the Privacy Act.

  • Participate in the facility’s plan of corrective action response to an Iowa Department of Inspections, Appeals and Licensing (DIAL) survey and other authorized inspection organizations as designated by the Administrator.

  • Comply with all regulatory standards involving employees and residents and keep informed of changes in legal requirements.

  • Follow established safety regulations and assist employees, residents and visitors in doing the same.

  • Report noncompliance with policies, procedures, regulations, or breaches in confidentiality to the compliance officer.  

  • Promote safe work practices, safety rules and accident prevention procedures to prevent employee injury and illness.

 

Physical Requirements

  • Walking short distances within climate-controlled building.

  • Standing for short periods of time.

  • Sitting for extended periods of time.

  • Handling/grasping documents or office equipment.  

  • Clearly speaking and adequate hearing sufficient to communicate effectively and respond appropriately in-person and/or on the telephone.

  • Vision sufficient to read source materials and computer screen data. 

  • Repetitive motion for computer equipment use. 

  • Requires exertion of force of 25 pounds occasionally, 10 pounds frequently, and 5 pounds continuously to lift/carry/move objects, files and documents. 

  • Work is performed primarily in an office environment using standard office equipment.
     

Minimum Qualifications

  • Bachelor’s degree in human resources, business, organizational development or related field from an accredited college or university and a minimum of five years’ experience in human resources, with increasing leadership responsibilities required.

  • Demonstrated proficiency with Microsoft Outlook, Word, Excel and PowerPoint.  

  • Deep understanding of labor laws and HR best practices.    

  • Demonstrated ability to serve as a knowledgeable resource to the team that provides overall facility leadership and direction.

  • Strong interpersonal skills and the ability to establish and maintain effective working relationships.

  • Ability to work flexible hours as necessary and availability to be called back to work during emergency situations.

  • Ability to assist in evacuation of residents during emergency situations.

  • Willingness to maintain professional status by attending workshops, seminars, etc. to keep up to date on changes to employment law.

 

  • Preferred Qualifications

  • Professional human resource certification through HRCI or SHRM 

  • Human resource experience in a health care setting.

  • Experience working with Isolved Human Capital Management (HCM)

  •  

Base salary for the position is $80,000.  Starting salary will be based on related experience.
